FSR training explanations and resources
A Class A FSR (Field Safety Representative) certificate of qualification entitles the holder to submit declarations on behalf of their employer for any type of regulated electrical work. There are no voltage or ampere limitations.
Renewal
All electrical field safety representative certificates must be renewed every three years.
Prerequisites
Electrician
One of the following:
- Canadian Interprovincial Qualification (Red Seal) in the Trade of Electrician; or
- BC Trade Qualification in Electrical Work (construction or industrial); or
- BC Exemption Permit in the Trade of Electrician (EWX).
Required:
- A minimum of two years (3,600 hours) relevant, acceptable electrical work experience under the Canadian Electrical Code, after receiving a Certificate of Qualification in the trade of Electrician.
- Proof of completion of a recognized electrical course in the application of electrical codes and standards, from a recognized instructor and completed within three years of application date.
- A minimum of three documented high voltage installations since obtaining the trade certificate.
Where experience cannot be verified by a current Class A FSR, a sworn affidavit or statutory declaration outlining relevant work experience is required. Provide documents with original signatures.
Electrical Professional Engineer (P.Eng)
- Degree in Electrical Engineering
- Acceptable proof of relevant work experience utilizing the Canadian Electrical Code – C22.1-15 Part 1.
- Valid registration as a Professional Engineer, and member in good standing with the Association of Professional Engineers and Geoscientists of British Columbia (APEG BC).
Electrical Applied Science Technologist (AScTT)
- Electrical Engineering Technology (power option) qualification.
- Acceptable proof of relevant work experience utilizing the Canadian Electrical Code – C22.1-15 Part 1.
- Valid registration as an Applied Science Technologist and a member in good standing with the Applied Science Technologists and Technicians of British Columbia (AScTT BC).

A Class B FSR certificate of qualification entitles the holder to submit declarations on behalf of their employer for regulated electrical work only with respect to electrical installations where the voltage of the completed installation is under 750 volts. The certification also covers the Underground Raceway scope, allowing underground conduit installations at any voltage.
Renewal
All electrical field safety representative certificates must be renewed every three years.
Prerequisites
Electrician
Either,
- Canadian Interprovincial Qualification (Red Seal) in the Trade of Electrician; or
- BC Trade Qualification in Electrical Work (construction or industrial); or
- BC Exemption Permit in the Trade of Electrician (EWX).
Required:
- A minimum of one year (1800 hours) acceptable relevant electrical work experience under the Canadian Electrical Code, after receiving a Certificate of Qualification in the Trade of Electrician.
- Proof of completion from a recognized instructor of a recognized electrical course in the application of electrical codes and standards completed within three years of application date.
Electrical Professional Engineer (P.Eng)
- Degree in Electrical Engineering
- Acceptable proof of relevant work experience utilizing the Canadian Electrical Code – C22.1-15 Part 1
- Valid registration as a Professional Engineer, and member in good standing with the Association of Professional Engineers and Geoscientists of British Columbia (APEG BC)
Electrical Applied Science Technologist (AScTT)
- Electrical Engineering Technology (power option) qualification.

A Class C FSR (Field Safety Representative) certificate of qualification entitles the holder to submit declarations on behalf of their employer for regulated electrical work only with respect to electrical installations where the voltage of the installation is under 150 volts to ground; ampacity is restricted to 200 amps or less and, single phase power.
Renewal
All electrical field safety representative certificates must be renewed every three years.
Prerequisites
Electrician
Either,
- Canadian Interprovincial Qualification (Red Seal) in the Trade of Electrician; or
- BC Trade Qualification in Electrical Work (construction or industrial); or
- BC Exemption Permit in the Trade of Electrician (EWX).
Required:
- A minimum of one year (1800 hours) acceptable relevant electrical work experience under the Canadian Electrical Code, after receiving a Certificate of Qualification in the Trade of Electrician.

A Class LO (low energy) FSR certificate of qualification entitles the holder to act as a Field Safety Representative (FSR), and perform regulated electrical work on electrical equipment that includes all wiring and equipment installed that is restricted to circuits that have the power supply limited in accordance with the requirements for Class 2 circuits, maximum 100 volt amperes. Despite the above, a dedicated branch circuit from an existing panel board or extension of an existing branch circuit wiring, rated at 15 ampere, 120 volt, to an outlet installed specifically for a Class 2 power supply shall also be acceptable.

A Class RE (Refrigeration) FSR certificate of qualification entitles the holder to act as a Field Safety Representative (FSR). They can make declarations on behalf of their employer for regulated electrical work only with respect to electrical installations in which the voltage of the completed installation does not exceed 750 volts for the following installations: circuits for refrigeration equipment, air-conditioning units, heat pumps and chillers; fabricate, install, alter, repair, or service any system used for cooling and/or heating (i.e., heat pumps) in closed systems that contain a refrigeration or a brine and thermoelectric cooling; and piping, controls and electrical work usually performed by a journeyperson 4. branch circuit wiring from existing enclosures containing overcurrent devices.
Scope of work NOT included under this certificate:
- electrical work on fire alarm Systems.
- electrical work in hazardous locations.
Renewal
All electrical field safety representative certificates must be renewed every three years.
Prerequisites
Either,
- Canadian Interprovincial Standards Qualification ‘IPSE’ Certificate in the trade of Refrigeration and Air Conditioning Mechanic (Refrigeration Mechanic).
- Canadian Interprovincial Standards Qualification ‘IPSE’ Certificate in the trade of Electrical.
- BC Certificate of Qualification in the Trade of Refrigeration Mechanic. Exemption certification in the Trade of Refrigeration Mechanic (REX).
- Copy of the interprovincial certification (Red Seal) is required if candidate is qualified from another Canadian province.

A Class SA (Security Alarm) FSR certificate of qualification entitles the holder to act as a Field Safety Representative (FSR), and:
- design, install, repair, maintain, replace, test, service the operation of all intruder and security alarm systems in accordance with the provisions of the Ministry of Justice Security Industry & Licensing, formerly Public Safety and Solicitor General, Policing & Community Safety Branch, Security Programs and Police Technology Division and the Security Services Act.
- submit declarations for the work performed under this scope and perform regulated electrical work on electrical equipment for the following:
- all wiring and equipment installed is restricted to circuits that have the power supply limited in accordance with the requirements for Class 2 circuits, maximum 100 volt amperes.
- a dedicated branch circuit from an existing panelboard or extension of an existing branch circuit wiring, rated at 15 ampere, 120 volt, to an outlet installed specifically for a Class 2 power supply shall be acceptable

A Class UR (Underground Raceway) FSR certificate of qualification entitles the holder to assemble, construct, install, maintain or repair and alter underground electrical conduit.
Renewal
All electrical field safety representative certificates must be renewed every three years.
Prerequisites
Minimum of one year's (1800 hours) acceptable, relevant training and/or electrical work experience.
Documentation:
- Either a resume or employer letter documenting job classifications, duties, scope and type of work performed.
- Where Field Safety Representative(FSR) can verify experience, provide letters from employers signed by the FSR named on the contractor’s license, showing FSR registration number, class, and original signatures.
- Where experience cannot be verified by a current Class UR FSR, Sworn Affidavit or Statutory Declaration, outlining relevant work experience is required.
- Provide documents with original signatures
