Board of Governors

The Board of Governors has the sole responsibility for the management, administration and control of the property, revenue, expenditures, business and affairs of the institution.

The Board of Governors consists of the following representatives, in accordance with the College and Institute Act:

  1. Eight or more persons appointed by the provincial government’s Lieutenant Governor in Council who shall  determine the length of their term and any renewals thereof;
  2. One person on the faculty of the College and elected by the faculty members, who shall serve a three-year term and may be elected to further terms;
  3. Two students, elected by the students, who shall each serve a one-year term and may be elected to further terms;
  4. One person who is part of the support staff and elected by the support staff, who shall serve a three-year term and may be elected to further terms;
  5. The President; and
  6. The Chair of Education Council

Members of the Board of Governors

Chair Gloria Morgan

Gloria Morgan was a Chief of the Splatsin Indian Band from 2001 to 2005.  Her career achievements include being an RCMP officer, a criminal defence lawyer, and a Crown Prosecutor.  Gloria was the President of the Enderby and District Chamber of Commerce, a member of the RCMP's "E" Division Aboriginal Advisory Committee, and served on the board of the Provincial Community Co-ordination for Women's Safety.  

Gloria was appointed to the BC Patient Safety and Quality Council and has served on the BC Patient Care and Quality Review Board.  Recently, Gloria was the recipient of the Community Leader Awards - Community Builder Award 2016, North Okanagan.

Vice-Chair Juliette Cunningham

Juliette Cunningham was previously a Councillor in Vernon and the Vice-Chair of the Regional District of the North Okanagan, Vice-Chair of the Okanagan Basin Water Board as well as a business owner. She also has an extensive history of working with non-profit Boards such as the Women’s Centre, Junction Literacy, People Place, Museum and the Early Years Council.

Sophie Chai

Sophie Chai is a first-year student from Malaysia, currently majoring in Computer Science at Okanagan College.  She was an alumnus of Kelowna Secondary School and prior to coming to Kelowna, she graduated with a GCSE O-level.  During the school years, Sophie had served as the President of the debate and volleyball teams, where she developed her critical thinking skills and learned about her passion towards people and politics.  Outside of school, Sophie is actively involved in volunteering and also a pianist who holds a diploma degree in ABRSM.

Jim Hamilton

Jim Hamilton (ex officio) has been the President of Okanagan College since 2004. His professional association with the College dates back to 1980 when he arrived to teach English at the Vernon campus. Currently, he serves as Chair of the BC Council for International Education. He has also served as Chair of the Trades Training Consortium of British Columbia and Chair of BC Colleges. Additional posts include his position as Board member of the Asia Pacific Gateway Skills Table, member of the British Columbia Council for Admissions and Transfer, and Director of the Irving K. Barber British Columbia Scholarship Society. He holds a Master’s Degree in English Literature from Queen’s University.

Robert McGowan

Robert McGowan is retired and resides in Kelowna, B.C. During his professional career he has served as Chief Financial Officer of two publicly-trades companies and is a former Board member and Audit Committee Chairman of a publicly-traded company in the software industry. he is a graduate of the University of Winnipeg with a B.Sc. degree in mathematics and is a Chartered Accountant (BC) and a Fellow of the Institute of Chartered Accountants of Manitoba (FCA). Bob has served on the board of several not-for-profit organizations and is a former President of the Institute of Chartered Accountants of Manitoba.

Karley Scott

Karley Scott is the principal of Karley Scott Inc. where she works as an Arbitrator, reconciliation coach, and carries out Indigenous Awareness Training.  She was previously with Urban Systems as a strategic planning and governance consultant. Karley has been with the boards of the Metis Community Services Society, the local and provincial John Howard Society.  She holds a Bachelor of Arts from the University of Saskatchewan and a Bachelor of Laws from the University of Calgary.

Dale Safinuk

Dale Safinuk is a retired Financial Services Executive with TD Bank and most recently served as District Vice President.  In this role he was responsible for overseeing TD's retail operations and developing strategic partnerships throughout the southern interior of BC.  His career at TD Bank Group spans over 20 years in a variety of diverse roles including: Call Centre Management, Credit Centre Management and he has also worked in Branch Banking and Commercial Banking.

Dale has previously served on the Advisory Board for Ch'nook Indigenous Students Education at UBC; as Co-Chair of TD's Diversity Leadership Council for Indigenous people; was a member of TD's National Committee for Indigenous people; and served as Board Member with TD Friends of the Environment Foundation. He is a past Director (Vice Chair) for the United Way of Kamloops and past Director (Treasurer) for United Way of Trail.  Other community organizations include: Kelowna Minor Hockey, Derrick Figure Skating Club (Edmonton), along with Rotary clubs in Kamloops and Trail.

Christopher Derickson

Christopher Derickson has been involved in his community, Westbank First Nation (WFN) for the past 20 years working with youth, serving on boards, commissions, and as an elected Councillor. He was recently elected as the Chief of WFN. Chris is also a founding Partner at with Alderhill Planning Inc. Chris is a regular speaker at conferences and workshops on the topic of Indigenous planning, governance, and economic development. He is a lecturer at the Simon Fraser Beedie School of Business and is on faculty at the University of Arizona's Native Nations Institute and at the Banff Centre

Aside from his professional commitments, Chris recently concluded in his second term as Chair on the Okanagan College Board of Governors. 

Chris holds a Master of Business Administration from Simon Fraser University, a Juris Doctor from the University of British Columbia, and a Bachelor of Arts degree with a major in Political Sciences from the University of British Columbia Okanagan. He is also the recipient of several academic awards and the prestigious Business in Vancouver Forty Under 40 award.

Christopher Newitt

Christopher Newitt (ex officio) is in his second term as Education Council Chair. Chris attended Simon Fraser University before pursuing a Masters and PhD in Psychology at UBC. He started with Okanagan College in 2008 and took over as the department chair of Psychology in 2012.

Tina Lee

Tina Lee is an experienced communications and strategy professional from Penticton whose human rights and development work has spanned six continents and has ranged from influencing United Nations activity to developing municipal community engagement processes.

Devin Rubadeau

Devin Rubadeau is a Business Professor at the Okanagan School of Business at Okanagan College, where he specializes in the areas of Strategic Management, Marketing, and Project Management.  Devin is heavily involved in student activities, acting as a Faculty Advisor for the Enactus Team, the Marketing Club, the Debate Club, and numerous other student projects.  Outside of Okanagan College, Devin is a professional sailing and windsurfing coach and Sailing Director of the Central Okanagan Sailing Association.  Devin sits on several regional and national boards and is the current Chair of Pacific Sport.  Devin is currently pursuing his PhD with a focus on Corporate Social Responsibility.

Shelley Cook

Shelley Cook is an Okanagan College alumnus and has more than 20 years’ experience working with disadvantaged populations in institutional and community-based settings in BC and Ontario. She has a Master’s Degree in Human and Social Development from the University of Victoria and is currently completing her PhD in Community, Culture and Global Studies at the University of British Columbia - Okanagan. Before pursuing her doctoral studies, Cook was Executive Director of John Howard Society in Kelowna for 11 years. In 2017, Cook received a national award for innovation and urban sustainability (Dr. Alex Aylett Scholarship) related to her community-based research efforts. She was the candidate for the BC NDP- Kelowna-West in the 2017 General Election and the 2018 By-election.

Corinne Rines

Corinne Rines is a second year Human Kinetics student at the Penticton Campus and is transferring to UBCO to complete her undergrad in September 2020.  She graduated from Mount Boucherie High School and completed her Associate of Arts Degree at Okanagan College in 2013.  She was previously the OCSU Kelowna Campus Chair and Federation Representative in 2008-2010 and sat on the Board of Governors as a student representative.  She volunteers and works for the YMCA of Okanagan as a Personal Trainer and is passionate about improving the health of the community and of students.  She is motivated to work on a team to help improve the quality of life for students and faculty with a particular interest in the Social Determinants of Health.

Marcel Beerkens

Marcel Beerkens joined Okanagan University College in 1998 and transitioned to Okanagan College in 2005. For many years, Marcel and his wife have been pleased to host a number of Okanagan College International Education students. Until recently, Marcel served six years as the BCGEU Support Staff Bargaining Unit Chairperson. Well versed in labour relations and occupational health and safety, he continues to apply his knowledge, skills and abilities on various committees both internally and externally.

Marcel holds a Bachelor of Arts degree from the University of Regina with a major in Psychology and received a technical designation from CompTIA in 2001 and a TESL Certificate from Okanagan College in 2004. In the pursuit of life-long learning, Marcel has enrolled in many of the annual professional development opportunities as offered by his employer and union.

Emerita/Emeritus Policy

This Board policy will replace three existing Board policies approved in 2005.  This revised policy is ready for the next step in the consultation process.  Given this is a Board policy, the next step is the 30-day posting and consultation process starting Jan 23, 2020 and closing Feb 23, 2020.

Policy on Appointment of Emeritus College Professors at OUC dated March 24, 1999, adopted by OC June 28, 2005;
Appointment of Emeritus Administrators June 28, 2005; and

President search process

In January 2020, the Okanagan College Board of Governors commenced the search for a new President. This webpage will provide information and updates on the process.


Recruitment process

While the Board is responsible for overseeing the search process and selecting the final candidate for appointment, a President Search Committee has been established to recruit, evaluate and recommend suitable candidates. The recruitment process is governed by the President Selection Policy and Terms of Reference established by the Board of Governors for the Search Committee.
